新疆哈密地区某改革试点县级公立医院运行效率评价

摘要

目的：评价哈密地区某改革试点县级公立医院2010－2014年的运行效率。方法：依据产出指标的类型，采用数据包络分析法，分别从社会和经济两个方面对该试点医院运行效率进行评价。结果：社会效率模型，2010年和2014年该改革试点的县级公立医院整体效率为1，处于固定规模报酬的状态，2011年和2012年处于规模报酬递减阶段，2013年处于规模报酬递增阶段；经济效率模型，2012年和2014年该改革试点县级公立医院处于固定规模报酬的状态，2010年和2011年处于规模报酬递增阶段，2013年为规模报酬递减。结论：纯技术效率和规模效率整体存在波动，资源利用率有待提高；社会效率和经济效率在2014年达到有效，医改颇具成效。%Objective:To evaluate the operational efficiency of the reform-pilot county public hospitals in Hami Xinjiang. Methods:Accord⁃ing to the type of output index, Data Envelopment Analysis (DEA) was used to evaluate the efficiency of the hospitals from two aspects of economy and society. Results:The social efficiency model was that in 2010 and 2014, the overall efficiency of reform-pilot county public hospitals was 1 with a fixed scale;in 2011 and 2012, it was in the stage of diminishing returns to scale;in 2013, it had increasing returns to scale. The economic efficiency model was that in 2012 and 2014, the public hospital was in a fixed scale;in 2010 and 2011, it was in stage of increasing returns to scale;in 2013, it had diminishing returns to scale. Conclusion:The pure technical efficiency and scale efficiency are volatile;utilization rate of resources needs to be improved;social efficiency and economic efficiency are effective in 2014, presenting that health care reform is quite effective.
