论我国院前医疗急救的国家层面立法

摘要

前医疗急救系统作为城市公共安全保障体系和公共卫生应急救治体系的重要组成部分，是政府关注民生的重要体现，是构建和谐社会的重要基础。相对于发达地区，我国大陆目前的院前医疗急救服务在立法上存在空缺，尚无全国性、针对性的院前急救法律法规，但在社会环境、立法基础、借鉴对象和实践经验等方面已具备了国家层面立法的条件。%Pre-hospital emergency medical treatment system has already become an important component of public security insurance system and public health emergency system, a key embodiment of government concerns about the people's livelihood and an important foundation of the harmonious society. Compared with the developed regions, there are still some legislative blanks in the mainland up to now. There are no national and targeted pre-hospital emergency laws and regulations. But we have already had the requirements of national legislation in the aspects of social environment, legislation basis, reference object, and practical experience.
