惩防并举，标本兼治，全面加强党员干部制约机制建设

全面加强党员干部约束机制建设关系到党的建设和中国梦的实现，本文提出从"强化学习，实施思想监督"、"发扬民主，实施党群监督"、"突出重点，实施行为监督"、"完善机制，实施权力监督"等四个方面惩防并举，标本兼治全面加强党员干部越是机制建设。%Binding mechanism to comprehensively strengthen the construction of party members and cadres concern the party building and the realization of Chinese dream.
