江苏省农业科技自主创新专项资金项目管理模式探讨

摘要

The basic situation and implementation effect of Jiangsu Agricultural Science and Technology Innovation Fund (JASTIF) was elaborated and summarized in the paper. By analyzing the problems of JASTIF in orientation, organization and performance appraisal, targeted suggestions were put forward, i.e., setting clear management objectives, building cross-type innovation teams, strengthening project review and standardizing the assessment mechanism, restructuring the project model, and forming three-dimensional network regulation, etc.%文章对江苏省农业科技自主创新专项资金项目的基本情况与实施成效进行了阐述与汇总,并通过梳理分析专项资金在目标导向、组织方式和绩效考核等方面存在的问题,有针对性地提出了明晰项目管理目标、构建交叉型创新团队、强化立项审核并规范评审机制、调整项目结构模式和搭建全方位立体服务监管网络等强化项目管理模式的建议.
