多源流理论视角下的公共图书馆政策议程设置研究——以《中华人民共和国公共图书馆法》为例

摘要

The policy agenda setting of public library law of the People's Republic of China has its own evolution logic and dy-namic mechanism.Based on the perspective of Multiple Streams Theory,this study carried out a panoramic analysis of the policy agenda of the public library law and the found that the shortage and difficulties of the public library development have formed the problem stream,central and local governments'policy exploration and the suggestions of experts and scholars have formed the policy stream, the ruling concept of the ruling party and the demand tendency of national emotion have formed the political stream.The construction of modern public culture service system provides a policy window for the policy agenda setting,pro-motes the integration of these three streams.Finally,the policy agenda was set up and it revealed the inevitability of the formula-tion and promulgation of the public library law.%《中华人民共和国公共图书馆法》的政策议程设置有其自身的演进逻辑和动力机制,本研究从美国学者金登所提出的多源流理论视角出发,对《中华人民共和国公共图书馆法》的政策议程设置进行全景式的剖析.研究发现,公共图书馆事业在现实发展中存在的不足和困难构成了政策议程设置的问题源流;中央与地方层面的政策探索、专家学者与业界人士的建言献策构成了政策源流;执政党的执政理念和国民情绪的需求倾向则构成了政治源流;现代公共文化服务体系的加速构建则为《中华人民共和国公共图书馆法》的政策议程设置开启了"政策之窗",推动了三条源流的汇合,并最终实现政策议程的设置,这也揭示了《中华人民共和国公共图书馆法》制定和出台的必然性.
