基层公共图书馆创办的政府行为分析

摘要

The government takes responsibility for the founding of grass -roots public library,which is the inherent requirement of the public cultural products,the basic guarantee for the coordinated development of society, and the successful experience of foreign grass -roots library development.There are three mistakes in the establish-ment of grass -roots public library in China:the implementation of the policy deviation from our cultural,the devel-opment of the assaulting movement and the implementation of face projects which is difficult to be continue.In order to promote the continued,coordinated and healthy development of grass -roots public library,the pressing matter for our government is to formulate the system specification,to establish the practical management system and to imply the long -term planning.%政府对于创办基层公共图书馆具有不可推卸的责任，这是公共文化产品的内在要求，也是社会协调发展的基本保障，还是国外基层公共图书馆发展的成功经验。我国政府创办基层公共图书馆存在三大误区：实施了文化错位的大政方针，开展了没有保障的运动突击与推行了难以持续的面子工程。为了促进基层公共图书馆事业持续、协调、健康发展，我国政府的当务之急是制定相对完善的制度规范、建立切实可行的管理机制与实施符合实际的长效方案。
