自改革开放以后,北京市流动人口服务管理可以分为严格户籍管理阶段、暂住证管理阶段、系统证件管理阶段、调整转型阶段.这四个阶段前后更迭,其政策指向、工作内容、价值目标逐渐变迁.目前,北京市流动人口服务管理已经成为社会建设的重要内容,逐步适应新时期下首都人口、经济社会、资源环境协调发展的要求.%Since the Reform and Opening up,floating population regulation system in Beijing can be divided four stage: serious household register system stage, temporary residence certificate system stage, synthesized certificate system stage and reformation stage. The four sequential stage have differences in policy goal, working content and value system. At the present time, floating population regulation system in Beijing ,which has been become an important aspect of socialist construction, gradually adapts to the harmonious development of population in Beijing, economy, society, resources and environment.
