制度整合、制度定型与国家治理现代化

制度整合与定型是国家治理现代化的需要,国家治理现代化则是为了更好地坚持和完善中国特色社会主义制度.制度整合是制度定型的前提.改革开放以来,相对于制度建设的进度和节奏而言,制度整合相对比较缓慢,某些领域和方面甚至严重滞后.制度整合可以促成制度定型,增进制度体系的整体性、协调性与有效性,从而为国家治理现代化提供坚强有力的支撑.在当前推进国家治理现代化背景下,珍惜制度建设已经取得的重要成果,及时加强和推进制度整合和制度创新势在必行,这将有助于进一步促进制度定型和国家治理现代化的实现.我国作为新型社会主义国家,推进制度定型对实现国家治理现代化带有紧迫性和艰巨性.%It is a must to speed up integrating and maturating process of institutional systems for mod-ernization of state governance,which means insisting and perfecting the socialist system with Chinese char-acteristics.Institutional maturation is based on institutional integration.During the period of the Reform and Opening -up in China,institutional construction has been running quickly and effectively,but institu-tional integration stays behind,which is bad for the requirements of institutional maturation.In order to re-alize modernization of state governance,we have to set up a balance between institutional construction and integrating and maturating process of institutional systems.
