PSOLUTION: Image data for specifying a person 140 who carries a passport 150 to have an embarkation examination and information for specifying a passport issuance-object person are received, and the passport-carrying person specifying image data are stored in a leaving person information storage device 117 in conformation to the issuance-object person specifying information. On the basis of the received issuance-object person specifying information, issuance-object person specifying image data and passport issuance-object person information in a passport owner information storage device 116 and ticket-carrying person specifying data in a leaving person information storage device are extracted, the issuance-object person specifying image data are collated with the passport-carrying person specifying image data to judge the propriety of the ticket issuance-object person information in the leaving person information storage device, and the propriety of embarkation of the passport-carrying person is judged according to the results of the collation and propriety judgment.
