民众公共服务主体选择偏好:政府还是市场?

After four decades of economic reform and open-up policy,whether the civil preferences for public goods provider have got changed or not?Using the survey data to Beijing's society and economy, it is discovered that the social welfare provided by the government mattes little to local residents'life satis-factory in Beijing,while it influences positively to immigrants who can not enjoy them;the commercial in-surance shows a negative influence on the immigrants with a other-city identity.This shows that the mar-ket is far from being a substitute to government in public goods provision and the public still prefers the goods provided by government.So,it is important for the government to strength its role in public goods and the policy be less selective.%中国改革开放四十年来,民众对公共服务提供主体的偏好是否从政府转向了市场?利用北京地区经济社会调查数据,发现政府提供的社会保险对本地户籍人群的生活满意度影响不大,而对外地户籍人群在京生活满意度有着显著的正向影响;商业保险的享有对外地非农户籍人群则呈现出负向的影响.这表明市场仍未能替代政府公共服务的角色,民众仍然偏好于政府提供的公共服务.这凸显了政府加强公共服务责任﹑扩大公共服务覆盖面的重要性.
