促进农业科技成果向新型职业农民转化存在的问题及法律对策--基于福建省的调研

摘要

New professional farmers will solve current China’s rural problems.There are many problems in the process of promoting the transformation of agricultural scientific and technological achievements to the new profes-sional farmers such as the lack of investment,the gap between scientific and technological achievements and market demand and so on.We should draw lessons from domestic and foreign successful experiences,increase investment, improve the incentive system,improve the existing scientific and technological achievements into the legal system, and improve the relevant institutional system through legislation to fill the legislative gaps of the scientific and tech-nological achievements.%新型职业农民是解决我国农村当前“谁来种地”“如何种地”的最佳答案，福建省农业科技成果向新型职业农民转化存在资金投入不足、科技成果与市场需求脱节、成果转化体系欠完善、贷款和融资难、成果转化法律机制存在缺陷等问题。我们应借鉴国内外成功经验，从法治高度加大资金投入、健全激励制度、修订完善现有科技成果转化法律制度、通过立法完善相关机构体系建构、填补科技成果转化立法空白。
