农村集体建设用地转化为城镇用地的流转机制研究

摘要

在中国政府推动城镇化背景下，新农村建设是解决城镇化土地来源的主要方式，而构建欠发达地区土地流转机制成为关键。文章就农村建设用地的产权主体、交易的合法性、挂牌拍卖交易的方式以及农民利益的保护等问题进行了阐释。%Under the background of Chinese government’s pushing of urbanization,new rural construction is the main way to solve the urbanization land source and the construction of land circulation mechanism under undeveloped ar-eas has naturally become the key point.This paper makes an analysis of such issues as the subjects of property rights of rural construction land,the validity of the deal,the auction trading way and the protection of farmers’interests.
