中缅边境云南段外籍流动人口服务管理探析——以德宏边境地区为例

摘要

在中缅边境云南段外籍流动人口服务管理中，存在部分外籍流动人口国籍身份难以认定，基层派出所外籍流动人口服务管理滞后等问题。通过国籍、《公民权利和政治权利国际公约》等理论分析，结合新出台的出入境管理法，提出区别情况，解决身份认定问题，积极推进外籍流动人口服务管理创新的举措。%In service management of foreign floating population in Yunnan Section of China-Myanmar Border, part of the population' s nationality is difficult to identify; basic police stations' service management of foreign floating population lag behind. Through the analysis of International Covenant on Civil and Political Rights and the new Entry-Exit law, approach to solve the problem of identification is put forward, which promotes the innovation of service management of floating foreign population.
