精准扶贫背景下产业扶贫的困境及其超越r——兼论综合性产业扶贫框架的建构

摘要

尽管在精准扶贫工作中,产业扶贫被给予了很高的期望且在实践过程中其也取得了较好的成绩,但产业扶贫也面临多重现实困境,诸如产业扶贫项目选择难,单一产业项目风险高,产业利益分配偏离贫困群体,产业可持续性较低和产业扶贫产业化等.要想充分发挥产业扶贫对于脱贫攻坚的核心作用,必须在产业扶贫工作中重视破解其现实困境并尝试建构综合性产业扶贫的治理结构,以此实现产业扶贫功能的充分发挥.%Although during the process of precision poverty alleviation work,the industrial poverty alleviation was given the high expectation and it also obtains the good achievement in the practice process,but the industry poverty alleviation also faces the multiple reality predicaments,such as the choice of industry poverty alleviation project is difficult,the single industry project risk is high,the distribution of industrial benefit deviates from the poor group,the industry is less sustainable and the industrial poverty-alleviation industrialization.If we want to give full play to the core role of poverty alleviation,we must pay more attention to solving the dilemma in the industry and try to construct a comprehensive industry to alleviate poverty,so as to realize the full exertion of the function of poverty alleviation.
