Starting with the insufficiency of typical qualities of current university students, thispaper explores the ne- cessity of opening ＂English Public Speaking＂ course as one solution to the quality insufficiency. It later probes into the approaches of operating such a course in order to solve the quality insufficiency problem.%从当代大学生典型素质缺乏谈起，探寻作为解决途径之一的《英语公众演讲》课程开设的必要性以及如何运用该课程解决大学生典型素质缺乏问题。
