新理念下的城乡协调与县域经济发展

摘要

New urbanization must proceed with the construction of new countryside;this is the basic requirement for achieving the coordinated development of urban and rural areas under the new concept. The key of the coordination of urban and rural areas lies in the development of country economy. Practice has proved that, the better county's economic develops, the smaller gap between the urban and rural areas. To realize the coordinated development of urban and rural areas, on the one hand, strengthen the county economy, improve the urban center’s radiation role to the rural periphery areas; At the same time, foster rural development of endogenous power, through the construction of a “Beautiful Countryside”; transfer natural resources, ecological resources, agricultural resources into productivity; promote three industry integration in rural areas; develop new industries, new formats, new pattern; increase farmers’ employment rate and income, and build an upgraded version of a“Beautiful Countryside”.%新型城镇化必须与新农村建设同步推进，这是新理念下实现城乡协调发展的根本要求，不能顾此失彼。城乡关系的协调性关键取决于县域经济的发展，县域经济是城乡协调发展的重要支撑，不能本末倒置。各地实践证明，县域经济发展好的地方，城乡差距就小，城乡关系就越协调。实现城乡协调发展，一方面要壮大县域经济的实力，提高城镇中心对农村外围的辐射带动作用；同时也要培育农村发展的内生动力，通过“美丽乡村”建设，将自然资源、生态资源、农业资源转换为生产力，推进农村三次产业融合，发展新产业、新业态、新模式，实现农民就近就业和持续增收，打造美丽乡村升级版。
