从公司治理到公立高校治理

摘要

The management of corporation in the west has gone through a variety of changes： in respect of goal the change is from singularity to plurality,in the list of trustees the change is from priority stockholders to all shareholders,and eventually to all participants.Besides,there is the change from a mere claim on the right to surplus to an obligation to the public service,and the change from taking precaution against internal control to encouraging innovation and creation of new wealth.Such a process throws light on the change of the relation between Chinese government and the public higher institutions： from the relation of the dominating vs the subordinated to the relation of the sponsor vs the manager.De-administration has become a catchword in reforming the management of institutes of higher education.The aim of such a reform is to let these institutes of higher education bear responsibility for their educational activities,and ensure their autonomy in the management of their own affairs.%西方公司的治理走过从单值目标到多维目标;受托人的序列也从优先股的股东逐渐扩大到所有股东,逐渐延伸到所有参与者;从单纯的剩余索取权到公共服务义务;从防止内部人控制到鼓励创新和创造新的财富的过程。这一过程启示了我国公立高校从与政府的关系逐渐从上下级关系向举办者和经营者的关系转变,＂高校去行政化＂成为高校治理改革的口号,让高校成为办学主体,落实高校的自治权利。
