司隶校尉巡视职能初探

摘要

巡视制度在中国有着悠久的历史,汉代建立了完善的巡视制度,专设司隶校尉一职,对京畿七郡和京师百官进行巡视监察,同时还具有荐举人才、推行教化、劝课农桑等职能,维护了汉代中央集权专制统治,加强了中央对地方的控制,在一定程度上澄清了吏治,保证了汉代行政管理工作的正常运转,提高了行政管理的质量和效率。%The inspection system has a long history in China,the Han Dynasty established a comprehensive system of inspection tours,special post Sili Xiaowei,inspections are carried out surveillance of the the Gyeonggi seven counties and the capital Baiguan Recommendation of talent but also has to implement educate,advise lesson Nongsang functions,maintaining a the Han Dynasty centralized authoritarian rule,and to strengthen the control of the central and local officialdom clarified to some extent,to ensure the normal operation of the Han Dynasty administrative work to improve the quality and efficiency of the administration.
