论公民政治参与的公共利益理念

摘要

In political life, Political participation of Civilian is both the civil rights and the civil obligations or responsibility, citizen＇s political participation should maintain and realize the public interest and abide by the concept of public interest,which is decided by the obligations valuable orientation of citizen＇s political participation behavior. While enjoying the right as actively undertaking the responsibility of the society and others; prior maintaining and realizing social and individual long-term interests and overall interests is the connotation which the concept of public interests should have in civil political participation.%公民政治参与既是公民的权利，又是公民的义务或责任。正是公民政治参与行为的义务价值取向决定了公民参与政治生活时应该维护和实现公共利益，遵循公共利益理念。享受权利的同时主动承担对社会与他人的责任、优先维护和实现社会的整体利益与长远利益、维护公共利益的同时尊重个人正当权益是公民政治参与中公共利益理念的应有内涵。
