The invention relates to a system which allows the management of public-interest devices, such as lighting fixtures, surveillance cameras, Internet access points, audio communication devices for citizens' information, alarms, etc., mounted in a locality, and to a method for implementing this system in a locality. The claimed system is based on setting a wireless communication infrastructure, such as radio communication, in the band of 2.4 GHz, and consists of a control/command module, a central unit (server) and an interconnection element (router), and, depending on the infrastructure in the field, of n lighting fixtures provided with surveillance cameras and alarm/panic buttons, Internet access points, audio-video communication devices for citizens' information, as well as of N motion sensors, the said various devices being integrated into a MESH type network, through which they communicate in the form of data packets with a software application installed on the central unit. The claimed method of implementation comprises the following steps: examination of the field and establishment of the necessary equipment and of the physical network, installation of the devices: lighting fixtures, surveillance cameras, alarms, etc., in the field, configuration of the central unit and of the interconnection element, enrollment of the lighting devices in the software application installed on the central unit, configuration of the access to the programs dedicated to the devices in the field, configuration of the operating programs of the equipments/devices.
