The management model for traditional project accomplished is the management of single-factor or single item, so programme management is unnecessary. Through analyzing the integration theory of construction project management, the theoretical model of programme management is developed. On the basis of theoretical model, it is prone to choose Petri net, which possesses a strong function to depict the model, to describe complex system of programme by layering, to consider information transfer of layered structure, and to construct the model frame of programme management.
