厦门岛内外一体化发展理念及其政策体制探究

摘要

Promoting the integration of Xiamen Island and beyond means realization of the urban-rural integration of the city. We should first set the urban and rural areas of Xiamen on equal standing, and help the developed core part of Xiamen lead the drive for a coordinated and well-balanced development of the suburban and rural parts of Xiamen, making use of its preferential policy support and comparative advantages. We should also accelerate the establishment and improvement of policies, institutions and systems for advanced infrastructure, public service, and social management so as to realize the interdependent and combined rise of Xiamen Island and the regions beyond the island.%推进厦门岛内外一体化建设，其实质就是要实现厦门城乡发展的一体化。在发展理念上，加快岛内外一体化建设，必须理顺岛内外城乡两个主体之间的平等关系，结合厦门城市的发展定位和比较优势，走中心城市带动郊区协调发展型的新型城市化道路；在政策体制上，应加快完善岛外基础设施、公共服务、社会管理等方面的政策制定和制度设计，实现厦门本岛和岛外各区之间的联动发展和整体跃升。
