当前西安已被定位为国际化大都市,西安建设国际化大都市对于市民的外语素质提出了新的挑战。从国际化大都市的概念和特点出发,探讨了提高市民外语（主要是英语）素质的路径和模式,包括编写市民英语培训教材,探讨提高市民外语口语交际能力和跨文化意识的具体方法措施、手段途径、师资准备和培训机制等。研究利用西安高校众多的资源优势,发挥高校辐射作用,全面提高市民外语基本交际能力和外语素质,对西安建设世界一流国际化大都市具有里程碑式的意义。%Currently, Xi'an has been oriented towards an international metropolis. Building an international metrop- olis provides Xi'an with both a opportunity and a new challenge in enhancing the public's foreign language. This pa- per, starting from the concepts and features of the international metropolis, discusses the path and mode of enhan- cing the public's foreign language level (esp. English), including the compilation of English training materials, discussion about the concrete measures, training of teaching staff, establishment of training mechanism so as to de- velop the public's spoken communicative ability and enhance their cross - culture consciousness. Besides, this pa- per intends to explore the ways of making the best use of the local favorable educational resources of undergraduates to conduct the public's language training, which is bound to be an important landmark for building a first - class in- ternational metropolis in Xi'an.
