基于风险因素的高校突发事件应急管理能力评价研究

摘要

为了研究高校突发事件应急管理能力评价体系及其方法,在考虑影响高校突发事件应急管理能力的风险因素基础上,建立了高校突发事件应急管理能力评价指标体系,并运用模糊一致判断矩阵的模糊层次分析法,构建模型,对陕西某高校突发事件应急管理能力进行评估.研究表明,高校突发事件应急管理能力评价体系与方法有助于降低学校突发事件应急管理风险,可以为有效提升高校突发事件应急管理体系效率提供依据.%In order to study the evaluation system and method of universities' capability for emergency management,an evaluation index system of universities' emergency capability was established based on risk factors. Its model was then built by using Fuzzy-AHP(FAHP) of fuzzy consistent matrix. Finally a case study was conducted of a certain university in Shaanxi province to demonstrate the model. The results show that the evalution index system can reduce the risks of emergency management and provide a basis for improving the efficiency of universities' emengercy maragement.
