In recent years, public emergency occur frequently in China. It has become a prominent social prob-lem and threatened citizens’ personal and property safety and interfered with the order of public life. Public emergen-cy usually happen in the field of maintaining rights. It is greatly influenced by acquaintance society. The occurrence of incidents has obviously regional difference. The disposal ability of governments is fairly different. Its potential risk is of high degree. We have to actively respond to it. The occurrence of public emergency is attributed to governmental, social and individual factors. Public emergency’s prevention and control should be carried out on the premise of cor-rect principles and concepts, taking comprehensive measures. We must pay attention to scientific development, strengthen material ensurance, promote daily good governance, improve conflict disposal mechanism, implement peo-ple-oriented diversion, establish the confidence of socialism with Chinese characteristics and improve public educa-tion and public opinion guidance.%近年来我国公共突发事件多发，已成为突出的社会问题，既威胁着公民人身财产安全，也妨碍了公共生活秩序。公共突发事件一般多发于维权领域、事件受熟人社会影响大、地域差异明显、政府处置能力层级差异、潜在风险程度高，需积极认真地应对。公共突发事件的发生有政府、社会、个体等多方面的原因。公共突发事件的防控首先要坚持正确原则和理念，从多层面采取综合措施进行应对：经济层面注重科学发展与加强物质保障并举；政治层面促进善治日常化与完善冲突处置机制；文化层面实现民本位转向与建立中国特色社会主义自信；教育层面加强民众教育与舆论引导。
