城市社区网格化管理模式与实践探析--以温州社区为例

The grid administration of community makes use of modern internet IT to get information communication instantly amonggovernmental departments, community administration organizations and community habitants on the basis of multimedia platform.It can improve the administration efficiency of urban communities effectively. For the urban community of Wenzhou,an area of three square meters is considered as a grid generally to achieve the optimum disposition of grid administrator, classified administration of hardwarefacilities and theevent administrationwithprecaution, distributed adjustment and sustained attention. Although the grid practice platform construction of urban communities of Wenzhou makes remarkable achievements,there are still disparities between its administration and the target of service administration;there are still the function collisions between its organizations and the other organizations in the community; its administrator can not communicate smoothly with the habitants of community, and its administration method still has the problems of prescriptive and motion characters; its performance assessment mechanismis lagging and the specialized levelof grid administrator is low. To promote the grid implementation work of urbancommunities of Wenzhou comprehensively, we need to establish the regularized, long-termeffective,covered, people-based and service administration mechanism.%社区网格化管理利用现代信息网络技术，依据多媒体平台，使政府部门、社区管理组织、社区居民等即时地进行信息沟通，能有效地提高城市社区的管理效率。温州城市社区一般以3平米为一个网格；网格员配置实现最优化；硬件设施实现分类管理；事件管理实现预先防范、分派调节，持续关注。温州城市社区网格化实践平台建设虽然成效显著，但其管理与服务型管理目标依然存在差距；其组织与社区内其他组织依然存在职能冲突；其管理者与社区居民沟通依然不够顺畅，其管理方式依然存在“指令性”、“运动式”的问题；其绩效考核机制滞后、网格员的专业化水平低。全面推动温州城市社区网格化实施工作，需要建立常规化、长效化、覆盖化、民本化、服务化的管理机制。
