比较公共行政学的理论建构--读海迪的《公共行政:一个比较的视角》

摘要

本文对费勒尔海迪的《公共行政：一个比较的视角》及其比较公共行政理论作出﹒评述。该书以各国政府的官僚机构和行政发展为研究核心，围绕为什么比较、比较什么和怎么比较三个维度展开，对于比较公共行政的发展历程、比较研究的重要性及比较公共行政研究的一系列核心问题，包括研究的焦点、研究的框架、知识的获得等问题作出了深入的分析。本文通过对其理论的梳理及评论，描述比较公共行政的现状与未来的发展方向，并透视当代比较公共行政学理论建构的探索%　　This paper makes a comment on Ferrel Heady’s book “Public administration: a comparative perspective”. Cored by researching on countries’ governmental organization and administration development, this paper makes a discussion on the comparison from three dimensions of why, what and how and does a deep analysis on the research focus, research frame, and knowledge acquirement. By analyzing and commenting the theories in this book, this paper describes the present status and development direction of public administration and explores to theoretical construction of comparative public administration in modern times.
