基于意愿的上海市农民工市民化成本与收益分析

摘要

农民工群体是城市发展建设的中坚力量，但他们在城乡二元体制下却沦为城市弱势群体。推进农民工市民化是我国新型城镇化的主要任务之一，目前学术界对于农民工市民化的成本与收益的内涵界定较为模糊，测算方法以定性为主。上海市作为崛起中的国际大都市，已成为农民工的高度聚集地。文章回顾了上海市农民工市民化进程中的政策演进路径，通过构建农民工市民化的成本与收益模型，定量测算了这一转化过程的公共成本、个人成本及其收益。研究结果表明，市民化工程若在城市资源利用可承载范围内按节奏合理推进，其公共和个人的收益均高于相应的成本，可实现社会与个人发展的双赢局面。%Rural migrant workers are the backbone of urban development and construction,but they have become vulnerable groups in cities under the dual urban-rural system. To promote the urbanization of rural migrant workers is one of the most important tasks in new urbanization in China. Currently,the research on the connotation and estimation of costs and benefits of the citizenization of migrant workers is still relatively vague and qualitative.As a rising international metropolis,Shanghai has become one of the congregation centers of migrant workers.This paper reviews the policy evolution path in the process of urbanization of rural migrant workers in Shanghai.By building a cost-return model,the public costs,personal costs and benefits of the conversion process are quantitatively estimated.The results prove that this program will create a win-win situation of both local government and migrant workers in Shanghai if conducted within the limit of the urban resources.
