乡镇行政人员在行政过程中的失范与应对策略

     

摘要

当前,我国正处于经济和社会加快发展和即将转型的关键时期。基层也面临发展与转型等考验,各种矛盾利益交织,一旦处理不当,很有可能使矛盾更加激化,基层政府治理难度空前加剧。管理中人是第一要素,而乡镇行政人员在行政过程中出现乱作为、不作为等失范现象。为此,思考我国乡镇行政人员行政过程中行为失范产生的原因并提出应对策略迫在眉睫。%At present, our country is in the key period of accelerate development and transformation of economy and society. The grass-roots is also facing the test of development and transformation, all kinds of in-terests and contradictions are mixed. If the contradictions will be improper handled, it is likely to make more intensify contradictions, and grass-roots governance difficulty will be unprecedented. People is the first element in the management, but the township administrative staff have the anomie phe-nomenon such as disorderly action, omission or illegal administration in the process of administration. So it is imminent to think deeply the reason of township administrative staffˊs anomie in the process of administration and put forward coping strategies.
