推进国家治理体系和治理能力现代化已成为我国今后一段时期深化改革的总目标之一。地方政府是国家治理体系中的重要组成要素，其治理能力现代化程度直接影响国家治理的整体效果。尽管近年来地方政府治理能力现代化取得了重大进展，但仍然面临着治理理念淡薄、政府行为异化、公共服务缺位、政策执行不力等困境。为进一步推进地方政府治理能力现代化，矫正地方政府治理行为与克服地方政府治理困境已刻不容缓。%Promoting the modernization of national management system and management ability has become our country one of the deepening reform goal in the next period. The local government is an important component in national governance system, its governance capacity modernization degree directly affect our country overall effect of the governance. In recent years, great progress has been made in modern local government governance ability, but it is still faced with difficulties, including weak governance concept of public service, government behavior alienation, and poor policy enforcement and so on. In order to promote the modernization of local government governance, it is particularly important that correcting the governance behavior of local government and overcoming difficult positions of local gov-ernance.
