作为民间投资重要渠道的政府和社会资本合作PPP模式,社会资本尤其是民营资本参与PPP项目对我国公共服务领域具有重要作用.泉州民营经济发达,但民营资本在参与PPP项目中存在资本占有率低、法律制度不健全、融资难融资贵、缺乏专业技术人才、地方政府不认同等问题.针对如何进一步引导拓展民营资本投资PPP项目,提出健全PPP项目法律制度、多措并举推进民营企业PPP项目融资、建立健全政府与民营企业互为"信任"的保障机制、强化PPP专业能力的业务培训、提高PPP群众的知晓率的建议,以期为政府在改善民生中培育经济增长新动力提供政策参考.%PPP (Public Private Partnership) offers a major channel for nongovernmental investment, in which social capital, especially private capital into PPP projects plays an important role in the construction of public services.Though private economy in Quanzhou has developed well, share of private capital in PPP projects is comparatively low due to difficult financing, imperfection of relevant laws and regulations, lack of professional talents and non-recognition of local governments.This paper is aimed at how to lead nongovernmental capital to invest in PPP projects.The author suggests we strengthen and perfect relevant law and regulations, take multiple measures to encourage private enterprises'participation in PPP project financing, establish a mechanism to guarantee mutual trust between government and private enterprises, intensify PPP training and increase people's understanding of PPP.It is hoped that this paper can provide some reference for the government to cultivate new impetus of economic growth.
