台湾高教体制的发展与变迁

     

摘要

台湾高等教育的发展,承继了自清末以来就逐渐成形的普通教育、师范教育及技职教育三大体系。自1949年到2014年,台湾高等教育的发展大体可以分成两个阶段。在第一个阶段(1949-1990)中,学校的增设可谓是缓步成长;但在教育政策与经济发展良好的配合下,技职教育和一般性人才的培育,取得了较平衡的发展,学生的就学率与就业率都获得相当的保障,奠定了台湾经济奇迹的基础。在第二阶段(1990-2014)中,随着政党轮替,新政府遂以“走向多元、追求卓越”为目标,以“大学自治”、“学术自主”为原则,对台湾的高教体系进行大幅改革。如今,各项影响已清楚可见。%Taiwan’s development of higher education system inherited the traditions of the past and cover three main core:general education、technical and vocational educa-tion、teacher education. In general,the development of higher education in Taiwan from 1949 to 2014 can be divided two stages. In the first stage,additional schools is extremely slow;however,the training of personnel get a more balanced development under the excel-lent fit of education policy with economic development. At the same time,employment rates and school enrollment received considerable protection. In the second stage,the pur-suit of excellence and diversity、university and academic autonomy became an excuse to promote higher education system education reform for the new government. Today,reform disadvantages have clearly shown.
