社会结构分化与包容性群众体育政策的建构

摘要

Along with the transition from a general society to a more differentiated one,the situation in which people share highly homogeneous interests is being changed, and differentiation of benefits for people of different groups and even conflicts appear. Against the background of a strengthened public service function of the government,the construction and implementation of public sport policies must take into consideration the features of contemporary society:plural interests, diversified organizations and confrontations between social classes. Mass sport policies should be tolerant,benefiting more groups and individuals. The government should reach out and pay attention to the sport rights of people on the bottom rung of society. A collaborative management system,in which the government governs,social sport organizations instruct,and people participate,should be constructed.%随着总体性社会向分化性社会转变，社会群体利益高度同质的局面被打破，不同社会阶层间利益出现分化与冲突。在政府公共服务职能强化的社会背景下，我国群众体育政策建构与实施的思路必须立足于利益多元、组织多样及阶层矛盾凸显的时代背景，切实增强群众体育政策的包容性，以惠及更多的群体及个体。在包容性群众体育政策建构的过程中，我们应当关注不同社会利益群体的体育权益；发挥政府的“兜底”功能，重视底层群体及弱势群体在群众体育中的社会赋权；建立政府规制、社会体育组织引导、公民参与的协同治理机制。
