案例复盘研究方法被广泛应用于军事、教育、商业领域。“新常态”背景下公共安全突发事件案例复盘方法具有较高的应用价值，突发事件案例复盘有其基本任务、实现方式与基本框架。以青岛市“11·22”中石化东黄输油管道原油泄漏燃爆事件为例，复盘该事件的基本过程，评估和推理事件处置中的应急指挥活动效能，发现了案例复盘的功能与对应急实践的改进效能。案例复盘方法可以深度总结并挖掘历史突发事件的处置经验，可为提高突发事件应对能力提供有效的工具。案例复盘方法可以成为政府公共部门应对突发事件的一种危机学习模式。%Case replay research methods are widely used in the military,education and business.This article dis-cusses the value and feasibility under the new normal background of public safety emergencies case replay method;discusses the basic tasks and implementation approach of the emergency case replay;build the basic framework of emergency cases replay,and for example in Qingdao City “1 1 ·22”oil pipeline leakage and explosion incident. We replay the basic process of the event,assess and reason the emergency command activities,demonstrate the complex disk function and improve the effectiveness of the emergency practice.We believe that the case replay can excavate and summarize the disposition of historical experience of public events,and provide an effective tool to im-prove emergency response capabilities.Case replay will become a crisis learning model in public sector to respond to emergencies.
