土地功能偏好、保障模式与农村土地流转

摘要

Farmers from developed and less developed areas have different models of security and land function preference,which leads to their different desires on rural land transfer.Through theoretical and empirical study,we found that the farmers in developed areas have higher level of security in the form of social security and commercial insurance,while in less developed areas the farmers have lower level of security and the family security is the main model.Farmers in developed areas prefer property function while those in less developed areas prefer production function and security function.So farmers in devel-oped areas have higher desires on rural land transfer than those in less developed areas.Meanwhile the personal and household features have important efforts on farmers'wishes for rural land transfer.The ef-forts are different between developed and less developed areas.We need to pay attention to the differ-ences in the farmers'wishes of rural land transfer between developed and less developed areas and know well the dynamic change trend of rural land functions.We must improve the social security system in ru-ral areas and advance the rural land transfer in an orderly manner.%从土地功能偏好和保障模式差异两个方面，运用理论和实证研究方法分析发达地区与欠发达地区农户的土地流转意愿，可以发现两者存在着较大差别：发达地区农民偏好于土地的财产功能，以社会保障、商业保障为主，保障水平较高，土地流转意愿较强；而欠发达地区农民偏好于土地的生产功能、保障功能，以家庭保障为主，保障水平较低，土地流转意愿较弱。农户的个体特征和家庭特征对其土地流转意愿也有重要影响，并且在发达地区与欠发达地区表现出不同的影响程度或影响方向。需要重视发达地区与欠发达地区农村土地流转的不同影响因素，完善农村社会保障制度。
