创新社会治理体制是十八届三中全会提出的重要论断,体现出了国家对新时期社会治理创新的高度关注.当前,在我国转型时期多样化关系与问题特征的格局下,我国政府面临着理念不规范、缺乏公共性、主体单一以及技术落后等诸多问题,针对这些问题,文章通过对国外政府治理创新案例的分析,总结社会治理经验,提出要从模式、理念、主体、机制、技术、制度、意识等方面入手来提高我国社会治理能力和创新发展理念,最终实现社会治理的现代化.%Innovative system of social governance is an important thesis proposed in the third Plenary Session of the 18th CPC Central Committee, reflecting attention to the innovation of social governance from the national level.On the current pattern of the diverse relationship and problems during the transitional period, our government is facing many problems, such as the no standardization of concept, the lack of publicity, single governance subject, as well as lag in technology etc.In accordance with these issues, the article provides some measures such as innovating model, concept, subject, mechanism, technology, system, consciousness for improving the ability of social governance, innovating developed ideas, and ultimately to achieve the modernization of social governance based on analyzing the case of foreign government governance innovation, and summarizing the experience of social governance.
