新疆城乡养老保障制度变迁与差异统筹

摘要

Based on a comparative study on the coverage of urban-rural endowment security, security level, financial support and security mode in Xinjiang, we find that the urban-rural endowment security system develops unevenly, and the most important reasons are the urban-rural dual structure, urban priority policies and the relience on traditional endowment insurance system. To solve this problem, this paper argues from the inner and outer perspectives of system that it is necessary to balance urban and rural endowment security system, promote the reform of household registration system and speed up the construction of urbanization and legal system.%该文通过对新疆城乡养老保障的覆盖面、保障水平、财政支持力度、保障模式等进行对比研究，发现城乡养老保障制度发展不均衡问题仍较严重，其中城乡二元结构、城镇偏向政策和传统养老保险的制度依赖是导致该结果的主要原因。为解决这一问题，该文从制度内外两个视角，提出新疆应通过统筹城乡养老保障、加强户籍制度改革、加快城镇化建设和法制化建设等措施，进一步统筹促进城乡养老保障制度的发展。
