体育社会组织承接政府职能转移的现状与对策——以深圳市为例

摘要

Social sports organization plays a vital role in undertaking the government sports functions during a transformation period. It is an important way to simplify government administration and realize social sports affairs managed by society. Taking Shenzhen as an example, this paper analyzes the qualification, content and transfer mode of social sports organizations undertaking the functions of the government. Problems found are as follows: the sports administrative department is reluctant to transfer power to the lower level; social sports organizations lack adequate functional ability; the procedures need to be regulated and stimulated by competition; evaluation system needs to be improved, and so on. Counter-measures are proposed to tackle the above-mentioned problems.%体育社会组织是转型期承接政府体育职能转移的重要载体,是落实政府"简政放权",社会体育事务由社会管理的重要抓手.本文以深圳市为例,对体育社会组织承接政府职能转移的资质、内容以及模式进行了梳理,发现其存在以下问题:体育行政部门放权不力,职能转移范围偏小;体育社会组织承接能力不强;转承程序有待规范;承接模式缺乏有效竞争;评估体系尚需完善;法律支撑不够等.并针对存在问题,提出了相应的对策.
