基于CPNtools的城市突发事件应急管理系统性能分析

         

摘要

近年来突发灾害事件越来越频繁,城市管理需要及时有效地应对各种突发事件.在这种背景下,为确保城市的科学发展,亟需构建城市应急管理体系,增强城市公共安全的应急能力.应急管理系统是一种应用计算机技术、辅助决策支持技术等综合集成的一种“人——机系统”.这种系统可以使应急管理部门即时掌控重大危险源信息变化情况,加强宏观调控,并进行应急救援.以CPNtools为基础,对着色Petri网理论加以介绍,对相关概念进行界定,对典型的城市突发事件应急管理系统进行建模与仿真.通过对模型进行性能分析,找出系统建设中存在的的缺陷,从而进一步完善应急管理系统功能,提高其应对突发事件的能力,为应急管理系统实际铺设奠定坚实的基础.%Recently sporadic events occurred more frequently, so urban management need to deal with various urgent matters timely and effectively. In this context, to ensure the city's scientific development, we need building up a city emergency management system, enhancing public safety of city emergency capability. Emergency management system is a kind of technology integrated of "human-machine system" among application of computer technology, decision support technology and so on. This system can be used by the emergency management department, immediate controlling of major hazard information changes, strengthening macro-control and emergency rescue. Based on CPNtools, we introduced the theory of Color Petri Net and definition of concepts, the modeling and simulation for typical emergency management system of the urban unexpected events was realized by the theory of Color Petri Net. Based on the model of performance analysis, we find out the existing defects of system, construction, thereby further improving emergency management system function, enhancing the ability to respond to emergencies, and then laying solid foundation for emergency management system.
