实施文化产业强市战略，对资源依赖型城市进行产业结构战略性调整尤为重要。济宁市拥有深厚的文化资源，具备实施文化产业强市的现实基础，但是也面临着很多制约因素和现实挑战。因此，必须破除传统思想障碍，构建现代文化产业体系，推进文化与科技、资本、旅游融合发展，形成公有制为主体、多种所有制共同发展的文化产业格局，实现文化产业跨越式发展。%To put the outstanding cultural city strategy into practice is important to adjust the industry construction in the resource-dependent cities. Jining City has the rich cultural resources, with the foundation of implementing the out- standing cultural city strategy, but it also faced many limited elements and ohallenges. Therefore, we must get rid of the traditional ideological obstacles to build a modern system of Cultural industries, promote the development of culture, science and technology, capitals and tourism and form the pattern of dominant public ownership and diverse ownership to realize leap-forward development of the cultural industries.
