牛津大学学生权益保护体系及启示

摘要

Oxford University has formed the administrative service concept centered on the talent training, which gives the students a wide range of management participation and entity rights and procedural rights. In order to protect the students’ rights and interests, Oxford University has set up the campus relief systems such as the proctors, the student disciplinary panel, the student board of ap-peal and the court of appeal. In addition, the university encourages the students to maintain their own rights through the office of the independent adjudicator. The experience of protection of students’ rights of Oxford University is worthy of reference for our country.%牛津大学形成了以人才培养为中心的行政服务理念，它赋予学生广泛的管理参与权和实体权利以及程序权利。同时，为了保护学生权益，牛津大学设立了校监、学生纪律处分委员会、学生申诉委员会、上诉法庭等多重校内救济体系。除此之外，学校还鼓励学生通过社会独立机构的英国学生申诉办公室维护自己的权利。牛津大学学生权益保护的经验值得我国借鉴。
