我国服务型政府建设过程中存在的问题及对策

摘要

With the deepening of the economic globalization, how to build an efficient government service system which conforms to the requirements of today’s economic development has become the focus of attention and research in various countries around the world. Though China starts late on the construction of the service-oriented government in both the theoretical and practical level, it has gained some achievements through the past decades which greatly promote the development of the socialist construction. However, problems gradually emerge in the aspects of concept, system, structure and efficiency during the construction of the service-oriented government, objectively requiring a more rapid and thorough reform of the administrative system;besides, actively building a service-oriented government deepens the reform of administrative system and meets the objective requirements of the economic globalization and the development of the socialist market economy. Furthermore, it enables the government to function better in reflecting the basic interests and demands of the masses, which noticeably improves efficiency, thus actively and effectively promoting our government image and credibility. Therefore, in the new period, it is particularly urgent to build a service-oriented government actively and thoroughly. This thesis points out the problems in the construction of the service-oriented government in our country on the basis of a brief introduction of the construction process and goes a step further to offer some practical and feasible countermeasures of those problems.%当前，我国经济的快速发展客观上要求进一步加快和深入行政管理体制改革，而积极建设服务型政府是深化我国行政管理体制改革的一个重大举措，也是适应经济全球化和社会主义市场经济发展的客观要求。建设服务型政府，能够使政府履行职能时更好地反映群众的基本利益和要求，显著提升政府的行政效率，从而积极有效地提升我国政府的形象和公信力。本文在简述我国服务型政府建设历程的基础上，指出其存在的问题，提出一些切实可行的积极对策。
