浅谈上海实有人口管理在基层警务工作中的实践与发展

摘要

With economy and society developing in our country, Shanghai population keeps increasing, people shift more frequently and more changes have occurred in population and residences, which challenges crime prevention in this mobile society. First-line units should act on the requirement that the management should cover both population and residences, take into consideration realities in respective jurisdictions, innovate management modes, establish or perfect effective working mechanisms.%随着我国经济社会的发展，上海的实有人口总量持续上升，流动性加大，人、房基础信息变动量剧增，对动态化社会条件下的社会治安防控工作提出了重大挑战。基层公安机关在管理实践中，要根据对实有人口、实有房屋全覆盖管理的总体要求，结合辖区实际，创新管理模式，建立与完善长效工作机制。
