公用事业特许决策中的风险评估制度研究

特许经营作为民营化的一种常见方式被广泛应用于公用事业领域，但我国公用事业特许经营决策机制中风险评估制度的缺失，使公用事业市场化改革隐藏着巨大风险。通过对风险评估制度内涵及其性质的分析，揭示出风险评估的作用及其局限性，并试图在此基础上构建一套行之有效的风险评估制度，以确保评估主体的独立、评估内容的全面、评估程序的科学和公正、评估结论的说理和公开。%As a common type of privatization, franchise operation is widely used in public utilities. The lack of risk assessment mechanism of franchise decision in public utilities of China poses a great risk to the market - oriented reform of public utilities. The author analyses the contents and nature of risk assessment mechanism, reveals the functions and limitations of risk assessment. Based on the analysis, an effective risk assessment mechanism should be established to ensure an independent subject of risk assessment, overall contents of risk assessment, scientific and fair procedures of assessment and reasonable and ooen assessment conclusions.
