“就近入学”是我国义务教育阶段一项基本的公共政策。本文用利益相关者理论分析了各利益相关者在政策的实际运行中如何相互作用导致政策偏移,促使“学区房”的形成。研究表明,政策制定和执行并不是一个稳定的过程,各利益相关方不断地相互作用都可能使政策效应复杂化,单一的公共产品和服务难以达到预期效果。%The nearby enrollment policy is a fundamental public policy in China’s compulsory educa‐tion .In this paper ,the complex science theory is used to analysis the policy to find that changes in the so‐cial environment and the constantly interaction between policy stakeholders led the policy to shift .Com‐plexity research show s public policy process is unstable :constant interaction among stakeholders can make the policy outcomes complicate and single public goods and services is difficult to achieve the desired re‐sults .
