论公共危机治理中公民参与机制的建构

摘要

To achieve the orderly citizen participation is an important goal of public crisis governance. How to construct some mechanisms for citizens to participate in public crisis must be answered in theory and practice. Based on the vision of governance theory, the article proposes five governance mechanisms: implementing citizen participation responsibility mechanism; perfecting public educa-tion system; Optimizing public crisis mobilization mechanism; building public crisis communication mechanism; constructing an institu-tionalized mechanism.%　　实现公民参与的有序性是公共危机治理的重要目标与难点。如何建构公共危机治理中公民参与机制是理论和实践中必须回答的问题。基于治理理论视野，提出建构公共危机治理中公民参与的五大机制：推行公共危机治理公民参与的责任机制；建构公共危机治理的公民教育机制；优化重大灾害性公共危机动员机制；建建重大灾害性公共危机沟通机制；建建志愿者及其公民组织制度化参与机制。
