电子政务中的互用性与跨部门协同--以固定资产投资项目的网上行政审批为例

摘要

政府事务的电子化和信息化建设能够促进政府的跨部门协同，但其前提是电子政务中互用性的实现。以固定资产投资项目的网上行政审批为例可说明互用性的关键作用。固定资产投资项目行政审批涉及政府多个部门，审批信息量大、程序复杂、周期较长。基于这一内在特点，审批部门之间信息的互用性便成为推动固定资产投资项目行政审批的关键点。项目代码系统和证照共享系统作为网上行政审批系统互用性的基本支持，可以从加快审批信息标准化与有序化、推动信息共享与信息监管等方面，整体提升固定资产投资项目行政审批效能。%Electronic and information construction of government affairs can promote the cross sector collaboration of government, but the premise of this collaboration is to achieve the interoperability in e-government. This paper attempts to take the online adminis-trative approval of fixed assets investment projects as an example to illustrate the key role of interoperability. The administrative approval of fixed assets investment projects involves many government sectors and large amounts of information, and it has complicated proce-dures and long cycle as well. Based on these inherent characteristics, the interoperability of information among different departments has become the key point to promote the administrative approval of fixed assets investment projects. As the basic support of online adminis-trative approval system, the project code system and license sharing system can make the approval information standard and orderly, pro-mote information sharing and supervision, and enhance the overall efficiency of the administrative approval of fixed assets investment projects.
