完善县级市场监督管理体制改革的实践与思考

     

摘要

基于国家层面“改革市场监管体系,实行统一的市场监管”战略布局,2014年1月25日合肥市政府按照安徽省委、省政府的统一部署,召开县级工商、质监和食品药品监督管理局体制改革动员会,会后各地分别成立了市场监督管理局。县级市场监督管理局已运行一年多,市场监管合力进一步增强,行政执法水平进一步提升,行政审批效能进一步凸显,维权处置效率进一步提高。但也存在市场监督管理工作人员严重不足,行政执法的信息化建设水平滞后,与上级部门多头对口带来工作不便,政府各相关部门监管服务意识欠缺,县级市场监督管理体制机制不顺等问题,建议相关部门应认真分析研究,采取有效办法加以解决。%The strategic layout of “reforming market supervision system, implementing the unified market” is based on the national level. On January 25, 2014, according to the Anhui provincial Party committee, the provincial government ’s unified deployment, Hefei municipal government held mobilization meeting in some departments;industry and commerce, quality supervision, food and drug super-vision and administration system. After that, market supervision and Management Bureaus were set up. County-level market supervision and administration has been running for more than a year, enhancing the level of administrative law enforcement, further promoting the efficiency of administrative examination and approval, and the efficiency of management. But there is a serious shortage of management staff, the informatization construction lag, and inconvenience to the work with higher authorities, lack of service consciousness in the rel-evant government departments. Supervision and management system and mechanism in the county-level markets are faced with many problems. In view of the existing problems, it is suggested that the relevant departments should seriously analyze the research and take effective measures to solve them.
