At present, China’s economy is in the key period of the transformation of the old and new power. To strengthen Reform of the supply side is put forward by the central committee of the communist Party of China. The supply side reform is a major innovation to adapt to and lead the new normal economic development. The core of the supply is the improvement of total factor productivity, and to improve the quality and efficiency of the supply. The fifth plenary session of the 18th CPC Central Committee put innovative develop-ment in the first place of five development concepts. The innovative development is the basic of reform of the supply side, which opti-mizes the supply structure, improves the efficiency of supply and supply quality. Innovation leads the reform of the supply that is started from the innovation ecosystem, the dominant position of enterprise innovation, technology innovation input and the talented person strate-gies and so on.%当前我国经济正处于新旧动力转换的关键时期，中央适时提出“加强供给侧结构性改革”。供给侧改革是适应和引领经济发展新常态的重大创新，核心在于提高全要素增长率，重在提高供给的质量和效益。党的十八届五中全会把创新置于“五大发展理念”之首，把创新发展作为供给侧改革的基本遵循，优化供给结构、提高供给效率和供给质量。创新引领供给侧改革要从创新生态、企业创新主体地位、技术创新投入和创新人才战略等方面入手。
