摘要

No emerging things come into being out of thin air. As a useful tool of the public services privatization reform, the outsourcing of government public services had been developed in the new public management movement and the practice of gov-ernment reengineering. Therefore, the research which the science of administrative law focuses on towards the theory source and course of the outsourcing of government public services, is mainly on the evolution of new public management movement and its relevant theories.%任何新生事物都不会凭空产生。作为公共服务民营化改革的一种有效工具，政府公共服务外包产生于新公共管理运动与政府再造的实践活动中。行政法学对政府公共服务外包理论源流的研究，主要集中在新公共管理运动及其关联理论的演化上。
